[Points] – 80% of Kinshasa people surveyed say they are satisfied with measures taken by the Industrial Promotion Fund (FPI) to compel insolvent debtors to pay their debts, with support from national courts. They encourage the management committee to continue this hunt in order to recover public funds. This is what the latest « Les Points » survey of August 2019 reports.
Three lessons from the barometer

Kinshasa people disapprove of the proliferation of targeted attacks and lawsuits against the FPI’s leadership, starting with the head of the company, Patrice Kitebi, whose name is dragged into the mud by some insolvent promoters who have been dispossessed of their mortgaged concessions. 80% of respondents believe that the REIT has nothing to be ashamed of.
Second. Many are almost unanimous in recognizing that the Industry Promotion Fund has from time to time granted leniency to debtors to help pay their debts. Also, he has planned a series of accompaniment of all projects for their realization contrary to what insolvency claimants claim.
Third. Respondents categorized the REIT’s debt promoters into three categories, namely: conscientious and accountable debtors who, after encountering difficulties, sought assistance from the REIT, which responded promptly; that of debtors who have actually realized their projects despite the difficulties and; the last category of badly motivated insolvent debtors who, in lieu of paying their claims, are distorting insults in the media against the managers of the REIT.
Grievances against the insolvent
The surveyed population recognizes that among the grievances against the promoters whose real estate has been recovered, there are among others the fact of not having respected the deadline of repayment of credits, the non-realization of the project and / or the reorientation without the prior approval of the REIT.
Others did not meet the REIT’s requirements on time in terms of specifications presented at the time of the loan and on the agreed repayment dates.
In addition, 65% of respondents recommend that the REIT stop engaging in dialogue with its debtors at the bottom of the table. They justify this position by the fact that the attacks in a certain press and fanciful lawsuits against the number one of the Industry Promotion Fund have dealt a blow to the image of this public establishment which lost 5 points in the opinion.
Only 35% of respondents advise the FPI’s management to give too much importance to these insolvent insolvent debtors who, according to them, can not do anything and will soon be tired.
All in all, the support of the people of Kinshasa is obvious so that the REIT continues to trap other insolvent debtors so as not to give the impression of a certain impartiality.
