Towards the strengthening of relations between the Congo and Belgium. Three MoU of intent were signed on Tuesday 17 September 2019 in Brussels between Congolese President Felix Antoine Tshisekedi Tshilombo and Belgian Prime Minister Charles Michel and their respective Deputy Prime Ministers for Foreign Affairs.
Indeed, these memorandums of understanding concern respectively cooperation between the Ministries of Foreign Affairs of two countries; the resumption of development cooperation « under conditions »; and collaboration between the Belgian Ministry of Finance and the Congolese Ministry of Foreign Affairs for the benefit of the financial authorities of DR Congo.
In concrete terms, with regard to the said financial authorities, the agreement provides for the establishment of mechanisms to enable officials and managers of the General Directorate of Taxes (DGI), the General Directorate of Customs and Excise (DGDA) and the General Directorate of Administrative, State and Participation Revenue (DGRAD) to benefit from the Belgian Government’s training modules.

« These memorandums are the prelude to several agreements that will be signed between the Congolese Government and Belgium, particularly in the economic, military and administrative fields, » the presidential press reported.
According to the Belgian Deputy Prime Minister of Foreign Affairs Alexander DeCroo quoted by Top Congo Fm, the two delegations confined themselves to letters of intent because the Belgian Government is in current affairs. This implies that full recovery can take place with a new Government.
For the Belgian Government, the visit of the President of the Republic, Felix Antoine Tshisekedi, heralds a new era of cooperation between the two states linked by history. A history marked by sawtooth relationships.

It is within this framework that both sides are firmly committed to cooperation based on mutual respect.
In the Belgian Prime Minister’s Office, the Congolese Head of State, Felix Antoine Tshisekedi, was welcomed by Prime Minister Charles Michel.
