DRC: DGI, agents observe a work stoppage to claim « surplus value »
The agents of the General Directorate of Taxation (DGI) have just decreed a strike that begins this Friday, July 5, 2019, across the national territory. The decision was taken at the end of the general meeting held at the headquarters of the financial authority located at the junction of avenues Marais and Haut Congo in the commune of Gombe in Kinshasa. At the base, they claim the compulsory payment of their premium called « surplus value. «
Indeed, this premium is fixed at 20% on the surplus of the achievement of the assignments. For the case, the agents claim to have largely exceeded the line up to 962 billion Congolese francs difference against the 665 billion Congolese francs assigned in 2018. However, great is their desolation to see that the payment has not followed. Hence this strike movement.

There were many women and men taking part in today’s General Assembly to evaluate the implementation of the commitments of the Congolese State, their employer. And the decision was final after having, they say, exhausted all the procedures for taking possession of their due. The high hierarchy of the DGI, not having reserved a favorable response to their request.
« We are tired of waiting for our premium. Already our ordinary bonuses represent nothing, we still want to take away the surplus value, we say no, « said an agent on condition of anonymity.
Another problem, and not the least, is the absence of a « credible » union, according to some agents. Because, two union currents clash. One for the ruling class; and the other for the agents, for lack of union election.
