    The new guardians of the public pot are finally appointed to the Ilunkamba Government. Baudouin Mayo Mambeke enters as Budget Minister with the rank of Deputy Prime Minister. For his part, Jose Sele Yalaghuli hitherto mobilizer of tax revenues becomes national money, better, Minister of Finance.

    By their functions, two members of the Government will have a transversal and global view, except the Prime Minister, of the day-to-day management of the country. All members of the government team will work with them.     Budget, state emergencies

    Then there is the preparation of the State Budget for the year 2020 in line with the program of government to be approved by the National Assembly. Unlike Budget 2019, which was approved at $ 5.9 billion, Budget 2020 should reach US $ 8.6 billion to comply with the ambition of the head of state expressed during the election campaign.

    Finance, priority files

    Increasing the mobilization of public funds, particularly through the fight against corruption in the financial registers of the DR Congo, is one of the main priorities of the new Minister of Finance. This, in order to allow the Government to have the necessary means to face public expenses that are urgent, urgent and even asphyxiating with the needs.

    This is the case of the funding of free basic education in the public sector, the application of which requires the Government to mobilize 28 million US dollars each month.

    The second issue concerns the resumption of the formal program with the International Monetary Fund (IMF) on which its predecessor, Henri Yav Mulang has done a thorough job. Indeed, José Sele will find on his table the conclusions, in the form of recommendations, of the Governing Body of this Bretton Woods institution on the recent evaluation under Article IV.

    The challenge for him will be to speed up the process, as governor-country, for the DRC to formulate its request to go into program with the IMF and budget support.

    All in all, these two animators of the Siamese ministries will have to register their action in accordance with the objectives that will be assigned to them by the Prime Minister, Sylvestre Ilunga Ilunkamba.
