The draft law on the accountability of the central government for the 2018 financial year was adopted by the Council of Ministers on 11 October 2019. It is now ready to be sent to the National Assembly for consideration and adoption before the 2020 Budget.
According to the projections of the achievements presented by former Prime Minister Bruno Tshibala, during the examination of the draft Budget 2019 at the National Assembly in October 2018, revenues should stand at 7,816.5 Congolese francs (seven thousand eight hundred and sixteen billion five hundred million) at the end of December and expenses at 7,733.7 (seven thousand thirty-three billion seven hundred million) Congolese francs.
This would generate an overall positive balance, at the end of 2018, of 82.8 (eighty two billion eight hundred million Congolese francs).
Pending the precise details, the Government has, after a thorough review, adopted this text. This is in accordance with the constitutional and legal provisions requiring the Government to report on its management for the last financial year ended.
Its content was presented to the Council of Ministers by the Minister of Finance, José Sele Yalaghuli.
This approved draft law on accountability should be accompanied by:
1. the Explanatory Report on the overruns and the nature of the result of the implementation of the budget;
2. the Evaluation Report specifying the conditions under which the budget was implemented
executed, as well as, for each programme, the budgetary execution, the degree of achievement of objectives, the results obtained and explanations of any discrepancies noted;
3. the Report of the Court of Auditors;
4. the Annual Performance Report by programme reporting on their management and results.
