The Democratic Republic of the Congo may no longer benefit from the financial support of the Global Fund in the response to certain epidemics that ravage a large part of its populations. This, following the non-respect of commitments made vis-à-vis this major partner.
In a letter to outgoing Minister of Health Oly Ilunga, the Global Fund condemns the delay in reporting on the management of the funds.
« I regret to remind you that, despite our repeated requests, both after your services and through the Co-financing Follow-up Committee of the National Coordinating Mechanism, we have not received any reliable information to date. and comprehensive on public spending in the health sector in the Democratic Republic of Congo, « writes Nicolas Farcy, portfolio manager at the Global Fund’s High Impact Country Department.
And to recall: « … the disbursement of a sum corresponding to 15% of the funds allocated to the Democratic Republic of Congo for the period 2017-2019, or about 80 million US dollars, is conditional on the realization by the Democratic Republic of Congo of its co-financing commitments « .
It should be noted that according to the terms of the contract signed between the two parties, the lack of reliable and official information or the country’s failure to fulfill its commitments could have a negative impact on the DRC’s next allocation.
This could not only be reduced by the overall decrease in allocations in the event of fundraising below targets, but could also be reduced by an additional amount for the country’s failure to fulfill its commitments.
