DRC: the three obstacles to private sector development!

Corruption that plagues the public administration and the judicial system; political instability; and the weakness of the quality of administrative services and the cumbersome bureaucracy which entails a considerable loss of time and expense for economic operators. According to observers, these are the three obstacles to private sector development in the DRC.
Despite considerable efforts by the central government and the National Agency for Investment Promotion (ANAPI) in the implementation of reforms to improve the business climate, some analysts believe that there is still some way to go.
As a result, civil service reform is a necessity to boost the ownership of this process by the state services involved in the implementation of measures to remove the obstacles to the growth of the Congolese private sector. The objective is to provide legal and judicial security for economic operators and to reduce the administrative and fiscal burden, which can foster entrepreneurship and entrepreneurial culture as desired by the Head of State.
« Despite his voluntarism, President Tshisekedi will have a hard time fulfilling his commitment to cleaning up the business environment in the DRC, with a public administration and a judicial system filled with corrupt officials and magistrates until the end. to the marrow, « said political scientist Isidore Kwandja Ngembo.
According to him, the achievement of this ambitious commitment will depend both on the political will of the still unformed coalition government, four months after its election, and on the public administration’s ability to provide quality public services.
« We believe that President Tshisekedi will have to equip his country with a competent public administration ready to support it in the process of making informed decisions, providing it with evidence-based technical advice and rigorous implementation of the decisions taken. by his government at the national level. This will have to include the rationalization of transparent decision-making processes and, above all, the fight against corruption and its corollaries prevalent in the Congolese civil service, « said Isidore Kwandja.
In the process of implementing reforms on the improvement of the business climate, the monitoring and visibility of which is ensured by ANAPI, the reform of the public administration will have the advantage of leading to the adoption of standards and best practices of a modern public administration, the promotion of a culture of integrity and the strengthening of the capacity of civil servants in the formulation of coherent public policies and in the administrative and financial management as well as in the obligation to realize.
All this with the aim of attracting foreign capital and companies wishing to settle there, to stimulate economic growth and job creation
