DRC: Tshisekedi announces five reforms to be undertaken by the coalition government

« I announce my determination to commit the government to meet the expectations of the population through reforms necessary for the development of our country », said the head of state, Felix Antoine Tshisekedi in his message to the Nation, to the occasion of the commemoration of the 59th anniversary of the independence of the DRC. Among these reforms, he mentioned five on which the future team of Prime Minister Ilunkamba will have to look.

The first touches on the promotion of women’s rights. According to the head of state, it will be question of asking the Parliament to think about a system of quota to reserve from the outset to women. This, both in the elective assemblies and in the administration. The aim is to strengthen their active participation in society.

The second reform concerns the taking of measures to combat youth unemployment. Félix Antoine Tshisekedi intends to urge the government to provide incentives to companies that will employ young people. This is the case of the creation of a guarantee fund to enable them to access bank loans while benefiting from support in the management of their projects.

The third is a profound restructuring of the National Service (SN), and the strengthening of the role of the National Institute of Professional Preparation (INPP). The approach at this stage is to take care of young unemployed and to promote their reintegration into society.

The fourth target of measures to restore good governance. These include the fight against corruption and the promotion of the good administration of justice. The head of state remains convinced that without fair justice, it is useless to talk about the rule of law.

« I make the commitment and reiterate, as Supreme Magistrate, my wish to appoint men and women of integrity to redo the tarnished coat of arms of our justice », said the President of the Republic.

If the Bible says that « Justice elevates a nation », Felix Antoine Tshisekedi believes that this should inspire everyone in this quest for fair justice that would be rendered by judges upright.

The fifth reform should aim at the Congolese electoral system. In step with his people, the Head of State motivates his approach by the statement that the system in force has shown its limits. More specifically, with regard to the method of designating senators and governors.

« I urge you all to look in the same direction. Our country could only benefit from it. New opportunities will be offered to Congolese. With the ongoing improvement in the business climate, the diversification of our economy will attract new investors. Jobs will be created for the benefit of the unemployed and especially our young people », stressed Antoine Tshisekedi.

Conscious of the fact that he can not produce a miracle, five months after his accession to power, the Head of State calls on the patriotism of everyone so that the reforms to be achieved can meet the multiple and varied needs of the population.

Adhering to the vision that everything must be done and coming back first to the people implies that the latter also fulfills its responsibility, particularly in changing attitudes.
