The forced collection of the Special Road Traffic Tax will begin on 15 October 2019. The governor of the city-province of Kinshasa, Gentiny Ngobila, has granted a 30-day moratorium to vehicle owners to meet this obligation for the 2018-2019 fiscal year.
In an official statement, the Governor invited the Kinshasa people to prepare themselves during this moratorium, which will be granted from 13 September 2019.
In the long term, the control will be carried out by agents of the Direction générale des recettes de Kinshasa (DGRK) with the assistance of the Congolese National Police.
« Those who have not fulfilled this civic duty will be subject to the rigour of the law, » the statement warns.
Gentiny Ngobila calls for everyone’s sense of fiscal citizenship in order to give the provincial executive the means to carry out its missions for the well-being of the people of China.
As a reminder, the potential number of vehicles on the road in Kinshasa is estimated at more than 400,000 cars whose owners are subject to payment of the vignette each year. But the DGRK has always struggled to recover this tax from a minimum of 150,000 taxpayers in exchange for a vignette. Only less than 10% demonstrate fiscal citizenship.
