For the period 2020 – 2024, this envelope of nearly two billion US dollars will, for the provinces of Central Kasai, Kasai, East Kasai, Lomami and Kwilu, serve respectively to open up development pools by building and modernizing regional integration roads; rehabilitating and building health infrastructure; providing drinking water and setting up provincial water and energy agencies; social reintegration and free basic education.
According to Martin Kabuya, the priority also consists of electrification with the completion of hydroelectric power plants and micro hydroelectric power plants for the real development and industrialization of territories, solar energy and other solutions for the electrification of villages.
This will have the advantage of effectively and sustainably protecting the environment, supporting agriculture and value chains.
« In this regard, we have obtained flagship support to support free basic education. In a whole, it is large envelopes that will have to be consumed. However, the problematic implementation and consumption rates. om, the need for them to make procedures more flexible to enable rapid implementation of projects and increased disbursement rates, » insisted Martin Kabuya.
In addition, the Governor of Central Kasai welcomed the World Bank’s new approach, which is in line with the vision of President Felix Antoine Tshisekedi to reach the provinces as part of decentralization to drive development from the bottom up.
