112 civil society organizations have just sent a memorandum to senators. A few hours before the polls scheduled this Saturday, July 27, 2019, they invite them to vote useful to install a definitive Senate Bureau capable of working for the consolidation of peace, national cohesion and collective efforts for the strengthening of the State law in the DRC.
The signatories of this memorandum expressed their three expectations regarding the action to be taken by the members of the Senate Definitive Bureau in collaboration with their colleagues. Indeed, these expectations of the Congolese people can be summed up as follows:
- Ensure effective parliamentary control to fight the impunity and corruption couple that gangrene all public institutions of the DRC;
- Contribute to strengthening the Rule of Law by adopting laws that comply with international standards and;
- Adopt public finance laws following the Approach Based on Human Rights, the Gender Approach and Results-Based Management.
Faced with these expectations in line with the aspirations of the Congolese people, the signatories remind senators of their responsibility for the issues of the day, in this case, the consolidation of democracy and the rule of law, the fight against corruption and impunity, and the effective realization of all human rights for the benefit of Congolese.
Making some recommendations, the civil society invites the members of the Chamber of Wise to vote useful for the best interests of the Nation and not individuals or political families.
To avoid plunging the country into conflict, she insists, it is necessary to obtain a firm commitment from the candidates to work for the Nation taking into account the current challenges and strengths. This should be done in accordance with the laws of the Republic as well as their innovative contribution to the image of the Senate.
The signatory organizations of this memo, however, regret the fragility of the political institutions which is reflected in the absence of a government since January 2019 and the persistent discordance between the constituent parts of the FCC and CACH ruling majority and the autonomous platform. declared majority, AFDC / A.

Finally, they regret the possibility of offering refuge to politicians under targeted sanctions or liable to prosecution for torture and international crimes derogating from Article 107 of the Constitution on immunities and this, with unpleasant incidences on the international level.
