83% of Congolese are convinced that the National Social Security Fund (CNSS) correctly fulfills its four objectives, namely: the subjection of employers and workers, the control and recovery of social contributions, the care of social providers and infrastructure. This is revealed by the « Les Points » poll conducted in Kinshasa from July 8 to 9 and July 10 and 11, 2019, on a representative sample of 1,000 people aged 18 and over, using the quota method.
According to this poll of opinion on the realization of the social mission of the ex. INSS, only 10% of Congolese surveyed disapprove of the effectiveness of this action and 7% are without opinion.
Indeed, the satisfactory rate of 83% is obviously an average of the appreciation rates that the CNSS obtained according to the objectives detailed in the Les Points survey.
Liability of employers and workers (80%)
Respondents say they have followed with interest the awareness raised by the CNSS executive headed by Agnès Mwad Nawej Katang to the representatives of the Employers as part of the extension of the social security reform. The challenge is to explain the merits of the reform that has begun, which is the result of exchanges between the various social partners.
Indeed, this reform had the merit of improving the management principles of the branches, to add certain benefits such as prenatal and maternity, but also to improve the conditions of the benefits of the social benefits and the income of insured persons subject to the regime and which comply with legal provisions.
Therefore, employers are required to apply for their affiliations by completing the Model AE Form at the Business Creation One-Stop Shop within eight days.

Recovery of social contributions (84%)
Regarding family allowances, about 80% of respondents say they are satisfied by the Form F6 on the declaration of family composition of workers that the CNSS submits to employers. This form, duly completed by each worker and to which the required documents must be attached, enables the CNSS to pay family allowances to workers on behalf of their eligible children.
About the recovery of social contributions, they are more than 84% of the respondents to affirm that the former INSS was activated in the perception of all the social contributions which are due to him in particular, pensions and professional risks for the nationals, pensions and occupational risks for expatriates and family allowances.
Payment of social benefits (87% of the satisfaction rate)
The Congolese interviewed also appreciate the fact that the law of 15 July 2016 has the merit of offering full coverage of the branches of the general social security system, of removing the restrictions and discriminations in the application of the organic decree-law of the June 29, 1961. The retirement age is 65 for both men and women and this law also includes the right to prenatal and maternity benefits and the right to daily allowances for the working woman during the maternity leave to compensate the loss of his income.
On the other hand, 87% of Congolese argue that social providers are well supported. This, by the regular quarterly payment of their social benefits by bank and their health care in adapted hospitals.
Infrastructure (81%)
Infrastructure rehabilitation was not forgotten by survey respondents who noted several advances. This is not exhaustive, the rehabilitation of a 5-star hotel in Kisangani called « Congo Palace », the rehabilitation of the building of the headquarters in Kinshasa, the construction and equipment of health centers for the management of social providers and staff of the CNSS; the rehabilitation of various Caisse buildings across the provinces.
To this is added the good health of the accounts of the former INSS to the point that this public institution became a shareholder in the national aviation company Congo Airways.
The improvement of the salaries of agents and managers and their working conditions are among other reasons mentioned by respondents to justify their appreciation of the work done by the current management committee of the CNSS.
In this regard, they are more than 80% to say that the workers of the National Social Security Fund are among the highest-paid Congolese workers who enjoy the social benefits that few Congolese public enterprises grant to their workers. This involves the regular payment of salaries, the assumption of health costs, etc.
As a reminder, the decree n ° 18/027 of July 14, 2019 establishing, organizing and operating a public institution named Caisse Nationale de Sécurité Sociale (CNSS) totaled one year on July 14, 2019. This first anniversary coincided with the 58th anniversary of the general social security system instituted by the decree-law of June 29, 1961.
