The five-year legal term of office of the 68 members of the Economic and Social Council (ESC) of the Republic expired on 20 September 2019. Faced with this foreclosure, the « advisers » can no longer hold any activity until the renewal of members of this institution.
The alert has just been issued by the Secretary General of the Economic and Social Council (ECOSOC), Cyprien Kyamusoke, about the danger of what he suspects, according to evidence in his possession, is an autocratic drift.
The latter would be justified by the manifest willingness of the councillors to remain in office, thus confirming the shift while the Republic augurs the era of civilized transfer of power at the top of the State.
Two weaknesses to be corrected
Cyprien Kyamusoke mentioned two evils that have gnawed at the smooth running of the ESC and led to the violation of legal and regulatory texts.
These are above all existential weaknesses. The experience of this term of office has shown, according to the Secretary-General of the ESC, that access to employment for beneficiaries with more material requirements has been more highly valued to the detriment of the objectives assigned to the emerging structure.
« All their aspirations have been channeled as long as they survive against all odds by cynically comparing themselves to deputies and senators. Their material benefits took precedence over all other considerations. At the dawn of 20 September 2019, these supporters of the landslide are determined to perpetuate themselves in the role of advisor, » deplored Cyprien Kyamusoke.
Then, the Secretary General mentioned structural weaknesses. The confusion maintained by the Chairman of the Bureau of the ESC was clearly justified by the fact that the Administration under the direction of a Secretary General by Presidential Order was considered to be a body of the Council.
History will record that under the leadership of Jean-Pierre Kiwakana, the Secretary General to the ESC was neutralised, the Presidential Order appointing him was irregularly repealed by the President of the Bureau of the ESC by usurping the powers granted to the Head of State, a non-State official was appointed Secretary General by an irregular act of the President of the ESC, and pioneering agents of the Administration were dismissed and replaced by the staff of political cabinets.

« The cavalier and privatized management of the CES with perversion of values having been characterized by a litany of weaknesses and abuses requiring an appropriate audit, there is a need for coercive measures enacted by the Constitution and the laws of the Republic to be taken, » Cyprien Kyamusoke advocated.
For him, the objective is to take advantage of this moment of renewal of the mandate of the « advisers » to save the CES and the Administration of the General Secretariat from shipwreck, confusion and distress.
This Secretary General at the Economic and Social Council (CES) is a career public servant who has worked his way up through all levels of government from the Planning Department to the General Directorate of Finance (DGI). He was also a national deputy and Minister of PT-NTIC in the central government.
