DRC: Ilunkamba signs and has its ministers sign the Ethical Commitment Act

Prime Minister Sylvestre Ilunga Ilunkamba signed the Ethical Commitment Act on Wednesday, September 18, 2019. He also supervised the signature of the latter by all the ministers of his Government. This gesture reflects the Head of State’s determination to fight against the anti-values that have always destroyed the action of institutions and tarnished their image.

Deputy Prime Ministers, Ministers of State, Ministers, Deputy Ministers and Deputy Ministers have all pledged to mark a break with the past with regard to everything negative and anti-values in the performance of their missions.

In his opening statement, OSCEP Director General Augustin Mwendambali told members of the Government that Prime Minister Ilunkamba’s legendary rigour would ensure that this act of commitment was scrupulously respected under penalty of sanctions. The objective is to have exemplary and patriotic statesmen on its team.

For his part, the Head of Government referred to the values that must be embodied by ministers. This before specifying that this is part of the common vision of the two moral authorities of the FCC-CACH Coalition, which has been reflected in the Government’s programme approved by the National Assembly.

Sylvestre Ilunga Ilunkamba made it clear that any case of non-compliance by a member of the Government would be subject to sanctions.

He himself opened the signing ceremony for this Act of Ethical Commitment of the Members of the Government in the presence of the Director General of the OSCEP and the Secretary General of the Government. This was before supervising the signature of the document by its ministers.

For them, on duty, it is expected that they will participate in this exercise upon their return to Kinshasa.

Each member of the Government has taken a copy of his or her act of ethical commitment signed with the Copy of the Code of Conduct for Public Officials in force. Objective: post them in his office and make them accessible to the services dependent on his portfolio.

As a reminder, at the first meeting of the Council of Ministers, which he chaired on 13 September, the Head of State invited the members of the Government to respect moral and ethical values.

He reminded them of their obligation to display exemplary behaviour by permanently combating corruption and anti-values including misappropriation, nepotism and influence peddling.
