The Direction Générale des Recettes Administratives, Judiciaires, Domaniales et de Participations (DGRAD), one of the financial departments of the Ministry of Finance of the Democratic Republic of the Congo (DRC), has performed remarkably well at the start of 2025.
By the end of February 2025, this Congolese financial authority had collected 340 billion Congolese francs (CF), or 121.4 million US dollars (USD), exceeding its budget forecast of 312 billion CF, with an execution rate of 108%, according to an administrative source.
Contrasting performances between January and February 2025
Whereas in January 2025, the DGRAD had achieved only 85% of its forecasts with 273 billion CDF out of a projection of 320 billion Congolese Francs, February 2025 marked a clear improvement.
“Of the budget forecasts of 320 billion Congolese francs (CDF) for January, and 312 billion CDF for February, the DGRAD achieved 273 and 340 billion CDF respectively, i.e. an execution rate of 85% and 108%”, according to a document distributed to DGRAD directors at a conference in Kinshasa.
This progress reflects improved revenue mobilization and strengthened collection systems, experts note.
An ambitious annual target
According to the same source, budget forecasts for fiscal 2025 are set at CDF 6,350 billion, in line with the Finance Act of December 20, 2024.
These encouraging results at the start of the year point to positive momentum, although challenges remain to maintain this pace over the full year.
The evolution of DGRAD’s performance reflects both the adaptability of this financial authority and the importance of strict budgetary discipline to ensure that the objectives set by the State are achieved.
