DRC: Ministry of Urbanism, agents demand the payment of arrears of two bonuses

Agents of the administration of the Ministry of Urban Planning and Housing of the central government claim the payment of arrears of their specific and permanent premiums. A group went, Monday, August 19, 2019, to the Palace of the Nation to seek the intervention of the Head of State.
Indeed, this sit-in follows the deposit, the last week, of the memorandum addressed to the President of the Republic which, according to them, has already given a favorable opinion but the file would still be blocked at the level of the chain of the expenditure. .
« The specific bonus varies between 500,000 and 800,000 francs per person and depending on the mobilization. And she is quarterly. The permanent bonus is for all departments, and it is monthly. Unfortunately, with us, it never comes into our hands, « denounce these agents.
If the administration of this ministry is a service of base that mobilizes revenue for the benefit of the State, the agents who contribute to this mobilization consider themselves neglected and abandoned.
« We have building permits that we issue, state-owned housing is rented throughout the Republic, and so on. We have the right to live like everyone else and to benefit from our work, « insisted an angry agent claiming to have worked for 10 years without touching these two bonuses.
In the ranks of these protesters, there are prominent people of all ages in terms of seniority in the public administration who have difficulty coping with the cost of living.
« We came to cry at the foot of the Republic summit for a solution to be found as was the case in other ministries where the agents had claimed and found success, » said a young lady.
In the process, these agents also evoked the anarchic occupation by some authorities of the country, of the houses belonging to the State, including the illicit sale of the property belonging to the national heritage of the Democratic Republic of the Congo. This represents a considerable shortfall for the Treasury.
Another fact mentioned by these agents is the working conditions. They complain, for example, that they have no means of locomotion in terms of buses. They rebel against the fact that in their ministry there is a tiny fraction of agents who would be paid, based on criteria they do not know.
