DRC: Senate, Bahati invites senators to vote for change!

Candidate for the presidency of the Senate, Modeste Bahati Lukwebo invited his colleagues to vote for the change wanted by the Congolese people. In his message delivered Wednesday, July 24, 2019 to the electorate, he began by soliciting in all humility their confidence to occupy the position. This, before giving the reasons that motivated his candidacy.
« The desire for change clearly expressed by the people in the elections of December 3. It was this desire for change that brought the AFDC political party presidents’ conference to set their sights on Bahati’s person, « he said.
This elected representative from South Kivu gave his biography, his academic career, professional and political. Professor at the Higher Institute of Commerce (ISC), national deputy, President of Ecofin, several times successive Minister of Planning, Employment and Economy. He is also an entrepreneur and promoter in the cement, agriculture, livestock and hotel industries.
He intends to put all this rich experience to the benefit of Senators and the Upper House by putting an emphasis on more humanism and love of neighbor.
For Bahati Lukwebo, his program has seven points:
1. The effective care of senators and their family members through an efficient budget allocation;
2. Improving the quality of life of the administrative staff of the Upper House of Parliament;
3. The qualitative and quantitative production of laws;
4. Effective and efficient control of the executive;
5. The effective defense of the interests of provinces of which the Senate is the emanation;
6. Parliamentary democracy, free expression of senators;
7. Parliamentary diplomacy.
Regarding parliamentary control, Bahati Lukwebo intends to do it whenever it is necessary and timely. It also intends to support all initiatives to sanction the executive following parliamentary scrutiny and to ensure that the recommendations are implemented.

He also promises to make sure to activate parliamentary diplomacy with the other parliaments of the world.
As innovations, Bahati Lukwebo intends to ensure high visibility of the Senate to the Inter-Parliamentary Union by building strong ties with colleagues from other countries.
It undertakes to initiate some reforms including the regionalization of the National Road Maintenance Fund (FONER), with balanced funding through Equalization; budget provision to the provinces in the form of a marshal plan to enable them to build roads; erection of the parliamentary precinct to provide each parliamentarian with an office; regular payment of senators’ emoluments and administrative salaries by bank.
Added to this is the provision of means of transport and the modernization of administrative work tools; health mutualisation for senators, administrators and their families; as well as the cyclical training of Senate staff.
