The inspection mission conducted by the General Inspectorate of Finance (IGF) does not meet the approval of the Federation of Enterprises of Congo (FEC). In a letter addressed to the chief of staff of the President of the Republic, Vital Kamerhe, she criticizes the violation of the legal texts behind the approach of this body of financial inspectors to its members who, however, are private companies.
« We have the honor to come, once again, to your authority denouncing the missions carried out by the Inspectorate General of Finance and this, in violation of the spirit of the law n ° 011/11 of July 13, 2011 on public finances, « writes Kimona Bononge, administrator at the FEC.
Referring to Article 25 of the law reforming tax procedures, the FEC recalls that the legislation recognizes the exclusivity of the exercise of control in the tax administration, which control is called to be carried out only once during the year.
« You will agree with us that the control of our members by the IGF, which covers all the collections, both those supervised by the central government and those of the provinces, is not simply a contalegem practice but also raises the problem of governance. administrative damage to the business climate, « said Kimona Bononge.
Hence, the scope of the appeal of the managing director of the Congolese employers to the Authority on which the IGF depends to reframe the interventions of the latter and comply with the legal texts in force.
In response to the correspondence of the FEC, two inspectors of finances including the Inspector General say they were arrested on Saturday, August 31 by the services of the special adviser of the Head of State in matters of Security.
