The time for good governance has visibly sounded in the Congo. The General Inspectorate of Finance (IGF) has just launched, in emergency procedure, a management audit of the funds allocated to the ministries of the outgoing government. This action covers the period from January 2019 to the present day.
Indeed, it is as a result of a request for information from the Administrator General of the National Intelligence Agency (ANR) to the Inspector General of Finance that this control operation will move into all ministerial cabinets as of this Monday, August 19, 2019.
Evoking imperative reasons of state security, the ANR’s boss, Justin Inzun Kakiak, defined the mission in four points:
– Audit all the disbursements of public treasury funds to all government ministries since the inauguration of the head of state, Félix Antoine Tshisekedi to this day;
– Enter all the withdrawal certificates issued by the various ministries since January 2019;
– Require these various ministries all files initiated by them to release these funds;
– Make detailed reports on said records.

According to concordant sources, fear is gaining ground in certain ministries where the management of public funds, whether projects or the running of the cabinets, has been handled in an unorthodox way.
« There is food and drink. These inspectors will certainly discover glaring cases in the management of the funds available to the departments. This is the place to challenge the Inspectorate General of Finance to seize this opportunity to do a historical work that could clean up its image of an amorphous body, « commented an analyst.
Should we believe, after the recent working session that Prime Minister Sylvestre Ilunga Ilunkamba had with this body of inspectors, that these audit missions will be conducted freely and without political interference let alone the corruption to truncate the survey results?
If hopes are well founded, the Head of State awaits the General Report through the National Intelligence Agency to decide what to do with it.
In another part, there is some doubt about the legality of this approach initiated by the ANR considering that it does not frame with its prerogatives.

Analysts believe that this action was initiated following suspicions of embezzlement of funds made by certain members of government including Minister of Solidarity Bernard Biando and Rural Development Justin Bitakwira.
