[OPINION] – The retention of Albert Yuma Mulimbi as Chairman of the Board of Gecamines is a choice of continuity and bad governance. This is what the Public Expenditure Observatory (ODEP) estimates.
After having analyzed the impact of the presidential ordinance of June 3rd concerning the appointment of the members of the board of directors of Gécamines, the ODEP did not go there in four ways to recommend to the head of state, Félix Antoine Tshisekedi to reconsider his decision.
« His leadership did not allow the recovery of this public company; his previous term at Gécamines excelled in an unprecedented financial scandal depriving the public treasury of huge public revenues and even damaging the DRC’s reputation vis-à-vis external partners including the IMF and the World Bank », Deplores the ODEP in a statement reached Zoom Eco.
This structure of citizen control of public finances is also based on the fact that the candidacy of Albert Yuma to the prime minister has been visibly challenged from all sides.
And to wonder: « how to interpret his confirmation where his governance was the worst for the public finances of this state enterprise? »

All in all, the ODEP remains convinced that this appointment and / or renewal contradicts the political vision of the President of the Republic based on « the people first ». What is more normal for him to draw the consequences by proceeding purely the annulment of the Presidential Ordinance relating thereto.
Faced with this legitimate recommendation of the ODEP, opinions diverge within the opinion.
For some, Tshisekedi’s decision can still be upheld provided that Albert Yuma, victoriously fighting the rebalancing of the state’s interests against Gecamines’ gluttonous partners, aligns with and submits to the governing instructions of the government. head of state.
Accordingly, he should act in accordance with the prerogatives of the Chairman of the Board of Directors, without encroaching on those recognized by the management committee or replacing that body.
Others believe that the President of the Republic, which is responsible for the proper functioning of institutions, can seize this opportunity to order a management audit of Gécamines. Hence, the strategic option to maintain Yuma in function to fully explain to auditors all the contours of the files.

For the proponents of this hypothesis, it is only the conclusions of this audit that could not only shed light on the real cases of mishandling and misappropriation but also give the head of state solid arguments to act accordingly and where appropriate, ensure that the culprits answer for their actions.
In any case, the President of the Republic is first invited to enlighten the opinion on his vision on the future of Gécamines. Secondly, should it, from now on, give clear instructions to the agents assigned to this company, assign them specific missions and periodically evaluate their execution.
Thus, from this close follow-up, any deviation, breach and / or inefficiency would be subject to exemplary sanctions.
