The 35th governor of the city – Kinshasa province, Gentiny Ngobila Mbaka, has quantified its five-year program at 2 billion 64 million 87 thousand 598,50 US dollars. It is articulated around five priorities, namely: improving governance and restoring security; the protection of the environment and the sanitation of the city; modernization of basic infrastructure; the development of economic activities and the creation of jobs; and improving the quality of basic social services.
Indeed, the financial resources of this five-year plan 2019-2023 representing the equivalent in Congolese francs of 3 thousand 405 billion 744 million 537 thousand 523 are distributed as follows:
- Own revenue: 676 billion 239 million 690 thousand 716 Congolese francs;
- The city’s share of national category A and B receipts: 2 thousand 311 billion 710 million 753 thousand 837 Congolese francs;
- Gifts and legacy domestic projects: 90 billion 720 million Congolese francs;
- Donations and legacy external projects: 247 billion 582 million 500 thousand Congolese francs;
- The City’s share of FONER resources: 79 billion 491 million 592 thousand 970 Congolese francs.
Other resources may come from the partnership to be concluded with the private sector.
In his speech to Kinshasa MPPs, Gentiny Ngobila pinpointed some of the evils that plague the city. These include, among other things, the inadequacy of governance at the level of urban services, the limited resources in the implementation of financial decentralization and the lack of support from the population of Kinshasa.
André Kimbuta’s successor also spoke of the problems faced by the city’s services, including the plethora of staff, the under-qualification of centralized service agents and others.

It was on the fifth day after the formation of his government that the first citizen of the city of Kinshasa, Gentiny Ngobila, presented his program of the government, this Tuesday, June 25, during the plenary of the Provincial Assembly of Kinshasa ( APK).
MPPs raised some concerns about raising the revenue needed to implement this ambitious five-year program. They also proposed solutions for the restructuring of the DGRK, the fight against urban banditry, commonly known as « Kuluna », the reform and modernization of the provincial administration and especially the sanitation of the city of Kinshasa.
The governor asked for 24 hours to answer the various concerns of elected officials. It is at the end of the adoption of this program that the Provincial Assembly will proceed with the inauguration of the provincial government of the city of Kinshasa.
