DRC: in October 2024, government expenditure at 84.3% of monthly forecasts

Public spending in the Democratic Republic of Congo (DRC) fell short of forecasts in October 2024.

Of a programmed amount of 3,201.1 billion Congolese francs (CDF), expenditure amounted to just 2,698.2 billion CDF, or 947.4 million USD, representing an execution rate of 84.3%.

Despite this overall underspending, current expenditure was 17% higher than the forecast of 1,618.0 billion Congolese francs (CDF).

The main items contributing to this increase included the salaries of government employees and civil servants, which absorbed 729.7 billion Congolese francs (CDF).

The operating costs of institutions and ministries also weighed heavily on the budget, totalling 567.4 billion Congolese francs (CDF). In addition, subsidies accounted for a significant proportion of current expenditure, amounting to 387.3 billion Congolese francs (CDF).

Capital expenditure, on the other hand, fell well short of expectations, with an implementation rate of just 37.6%.

This expenditure amounted to 383.0 billion Congolese francs (CDF), raising concerns about investment in infrastructure and economic development.

Public spending in the Democratic Republic of the Congo (DRC) was below forecasts, with the exception of exceptional expenditure.

Exceptional expenditure was also noted, reaching 318.9 billion Congolese francs (CDF) against an initial programming of 305.0 billion Congolese francs (CDF).
This highlights the need for better budget planning to avoid overruns.
Economic experts point out that this situation could have repercussions on the country’s economic growth.

Rigorous management of public finances is essential to ensure that funds are used efficiently and to stimulate development.
It is imperative that the Congolese government takes steps to improve transparency and efficiency in the management of public expenditure. This could involve structural reforms aimed at optimizing resource allocation.
