On Thursday, December 5, 2024, national deputy Éric Tshikuma took part in the launch of commemorative activities for the 69th anniversary of the Bandalungwa commune.
In his speech, he addressed the economic governance challenges facing the commune, stressing the importance of transparent and efficient management of public finances.
For EricTshikuma, the first challenge of economic governance in Bandalungwa is the return to normality and transparency in the management of public finances. He stressed that good economic governance depends on securing public revenues, which are essential for local development.
MP Eric Tshikuma explained that all the mechanisms of transparency and return to normality are crucial to guaranteeing good governance in the commune.
“Without these mechanisms, it is difficult to ensure sustainable development”, he asserted, calling for collective mobilization to establish these practices.
Eric Tshikuma spoke of compliance with legal and regulatory texts, in particular those concerning the retrocession of revenues, and raised questions about the application of the 40% retrocession of revenues to the provinces, questioning whether this was in keeping with the spirit of the Constitution.
According to him, public revenues collected by the central government must be retroceded to the provinces, which in turn must redistribute these funds to the communes to foster their development.
“This is an essential cycle to ensure that resources really benefit local populations”, he said.
The national MP-elect for Funa also listed the challenges of local, provincial and national leadership. He stressed the importance of strong, responsible leadership to meet citizens’ expectations and improve governance in Bandalungwa.
Eric Tshikuma asserted that accountability to the people is imperative.
“Accountability is essential; we must always give visibility to the actions undertaken by our leaders,” he declared, calling for greater transparency in political decisions.
Eric Tshikuma highlighted Bandalungwa’s tourism opportunities, noting that the commune is attracting more and more international tourists.
“We need to capitalize on this momentum to strengthen our local economy,” he added.
The MP also recalled that Bandalungwa is the cradle of culture in the Democratic Republic of Congo and in Kinshasa. This cultural wealth needs to be enhanced to attract more investment and promote economic development.
The event was attended by Patrick Muyaya, Minister of Communication and Media, and one of the notables of Bandalungwa commune.
In his speech, Patrick Muyaya urged the people of Ndal to join forces for the development of their commune. He noted the importance of participatory development, asserting that every citizen must rise to serve his or her homeland.
“We must be builders of an exemplary commune”, he declared, insisting on collective responsibility.
“The main concern of the President of the Republic and the Prime Minister is to mobilize every citizen to rise up and serve their country. But here, we want to mobilize every “ndalois” and “ndaloise” so that we can be builders of this commune, which must be an exemplary commune. I’m from Bandalungwa, and today, thanks to the will of the President of the Republic, I carry the voice of the whole Republic”, he said.
